Humble ISD board votes for $775M bond package to accommodate student growth

Learning Forward Texas Executive Director Lisa Ham presented Humble ISD with the 2022 Outstanding Professional Learning Award for the district’s Student Voice Ambassadors program. Humble ISD was one of only two school districts in the state to receive the honor.The Humble ISD Board of Trustees voted unanimously on Tuesday, February 15, to call a bond election for the May 7 ballot. Voters will decide on whether the district should issue a total of $775 million in bonds.

The bond package was prepared by a 150-member citizens bond advisory committee, which had worked on the package from September to December 2021, and recommended by the district’s technical and financial consultants.Gary Whittle, project management director with architecture, design and program management firm CBRE|Heery, said the sale of the bond will be timed to maintain the district’s commitment to retain its 35-cent debt service tax rate.

“In this bond, it’s a different version of safety than we’re used to thinking about, outdoor play areas and outdoor fitness areas. After the pandemic, being outdoors and learning outdoors has become much more important,” he said. Several members of the board had argued in favor of shrinking the proposed bond package, before ultimately voting in favor of it. Saying the $775 million price tag was too high, Position 2 trustee Robert Scarfo called for a $750 million bond issue, dropping or delaying some of the projects in the higher-priced proposal.Position 3 trustee Chris Parker agreed. “I’d feel more comfortable at $750 . $775 is out of my comfort zone,” she said.
