HALIFAX, N.S. — It’s not about influencing politicians. It’s about showing Nova Scotians there are different ways to look at how tax dollars are spent based on what our goals are as a society. Dr. Christine Saulnier is the director of the Nova Scotia Chapter of the Canadian Centre for Policy Alternatives. And she’s also a co-author of a document called the Nova Scotia Alternative Budget 2023: Leave No One Behind.

Thank you for doing this.How long have you been involved with the Canadian Center for Policy Alternatives?And you and I've spoken often about the alternative budget. And I noticed in this year's document it says this is dedicated to a professor by the name of John Locksley. Who was John Locksley?John was a professor of economics in Manitoba.
We argue that we do need to focus on debt to GDP because that is really the only measurement in a sense. You don't look at the raw number of the debt. You look at what is manageable. That tells us what's manageable in terms of our economy. And that's really the most important perspective. If we think about what's manageable so that debt to GDP isn't going up exponentially and is at a rate that there's not real consensus about but is much, much higher than where we are at.
But actually, those are connected. If people have barriers, and one of those barriers is actually living in poverty, to entering the labor force to getting the education that they need. We need to address those barriers. This is part of what we tried to do is connect the dots which are not often connected by the government in their own government budget.Well, it is written for Nova Scotians. If the government reads it fantastic.
We do things like provide free tuition for Nova Scotia Community College. Why do we do that? Because it's in our communities. And what the evidence tells us is that if we can provide higher education, in people's communities, the chances of them staying in that community and actually getting a good job are really good. If people leave those communities because they have to go off somewhere else to get training and education, there is a good chance that they won't come back.
They're a for profit company. They're going to profit off of that. They have the business model they need to invest. And what we have seen is that businesses have not been investing. We were told that if we cut corporate taxes, businesses would really appreciate that they would invest in their workforce. They would invest in training. They would invest in technology. And they did none of that they sat on their profits, and didn't actually follow through.
