Secretary of State Marco Rubio has launched a scathing attack against the U.S. Agency for International Development (USAID), accusing it of 'rank insubordination' for its use of taxpayer dollars and its alleged transformation into a 'global charity.' Rubio, who was appointed acting administrator of USAID, criticized the agency for prioritizing its own agenda over the national interest and for its uncooperative attitude towards congressional oversight. The comments come as USAID faces scrutiny from the Department of Government Efficiency (DOGE), a presidential advisory committee led by Elon Musk that has uncovered and halted several wasteful payments from the agency. While the White House defended DOGE's actions, Democrats have accused the committee of overstepping its authority and conducting a 'hostile takeover' of the federal government.

Secretary of State Marco Rubio on Monday accused the U.S. Agency for International Development ( USAID ) of 'rank insubordination' through its use of taxpayer dollars . Rubio, who was also named the agency's acting administrator, argued on Fox News that USAID has evolved into a 'global charity.' This allows it to spend tax dollars 'irrespective of whether it is in the national interest or not in the national interest,' he said.

\'Well, that was always the goal was to reform it, but now we have rank insubordination,' Rubio said. 'Now we have basically an active effort – their basic attitude is we don’t work for anyone, we work for ourselves, no agency of government can tell us what to do.' 'There are things that are happening at USAID that we should not be involved in funding or that we have a lot of questions about, but they are completely uncooperative,' he added. 'So, we had no choice but to take dramatic steps to bring this thing under control.' \Rubio has helped lead the Republican charge to dismantle USAID under President Donald Trump. He made similar remarks of the agency while in El Salvador this week. 'Every dollar we spend and every program we fund will be aligned with the national interest of the United States and USAID has a history of ignoring this and deciding that they’re a global charity and ignoring that,' he said. 'These are taxpayer dollars.' The comments come as USAID faces scrutiny by the Department of Government Efficiency (DOGE). The presidential advisory committee led by Elon Musk discovered and halted several wasteful payments from the agency, according to the White House. 'If you take a look at the waste and abuse that has run through USAID over the past several years, these are some of the insane priorities that that organization has been spending money on,' White House press secretary Karoline Leavittreporters Monday. 'I don’t know about you, but as an American taxpayer, I don’t want my dollars going toward this crap and I know the American people don’t either and that’s exactly what Elon Musk has been tasked by President Trump to do.' \While the White House defended DOGE's actions, Democrats accused the committee of overstepping its authority. Senate Minority Leader Chuck Schumer criticized DOGE, accusing it of acting without authority to influence the federal government. 'An unelected shadow government is conducting a hostile takeover of the federal government,' Sen. Schumer warned via X. 'DOGE is not a real government agency.
