Organized financial crime ‘exploded’ in pandemic’s early days, federal report says

“Criminal networks have exploited government pandemic supports; weaknesses in compliance, supervision and enforcement; and digital technologies,” said the late-2020 report, obtained under the Access to Information Act.

Organized criminals got a shot in the arm in the first months of the COVID-19 pandemic, according to a Department of Finance report obtained by Star.

The report, which was written in the second half of 2020, references a July 2020 panel of the Financial Action Task Force, an intergovernmental agency that combats money laundering and terrorist financing. “Financial crime is on the rise at levels not expected at the start of the pandemic,” the report said. “Interestingly, non-financial crime such as illicit drug use and violence remains steady at pre-pandemic levels while financial crime has ‘exploded’ according to experts.

It added that the Canada Revenue Agency was “facing a new threat of identity theft and the claiming of fraudulent government benefits pertaining to COVID-19. It may be very difficult to trace fraudulent benefits obtained through identity theft.” The report listed several kinds of pandemic-related scams, from the “selling” of non-existent pets to lonely individuals to child sex exploitation, social media or donation fraud, online ransom and extortion, and stock exchange fraud.
