As such, to use frank language that would give my academic colleagues the vapours, nominations in Canada’s major urban centres become ethnic-bloc knife-fights: the goal is to get “the Greeks,” “the Bengalis,” “the Sri Lankans,” “the Chinese” and whatever other large blocs of people may be present in a riding on side and present to vote via community leaders — contemporary “ward heelers” — who will likely later come looking to cash in political capital in both legitimate and illegitimate ways.

Low-visibility and unregulated nominations are therefore the perfect political mechanism for exploitation by foreign consulates — and other ideological actors — with bad intentions: a low-risk, high reward proposition to ensure preferred candidates move forward to subsequently win seats in parliament.

All parties concerned agree that the overall outcome the 2019 and 2021 elections was not impacted by Chinese or other foreign entity interference — but that China’s efforts are long running and increasing in intensity. Herring one was the assertion that any PRC influence was of little consequence, as it was not powerful enough to impact the outcome of any election. This has been the issue for precisely no-one.

Need one is the resolution of pressing matters to do with the integrity of nominations and cleansing of political donations prior to the next federal election, which will hopefully not be less than some significant number of months from now. For both Dick Fadden and I, urgent steps must be taken to motivate and enable parties and candidates to be on the watch for — and stamp out — any efforts by foreign actors to seize control of these races or funnel dollars to political parties through them.
