President López Obrador has handed the military roles in public works, fighting coronavirus and battling drug cartels, a concentration of power some see as risky

MEXICO CITY—On a recent day, Army Col. José Cruz Vargas Rangel rode atop a Humvee as thousands of workers and hundreds of dump trucks zipped back and forth just outside the Mexican capital, laying the foundations of a new $3.2 billion airport.

Unlike most major civilian airports around the world, this one won’t be built by private contractors or state construction firms. Instead, it is being handled by Mexico’s army, with no private operators or middlemen other than hired hands. It is even being built on an army base.
