Closed tendering is therefore effectively a $350-million annual welfare gift from the city’s taxpayers to privileged union shops. It is difficult to see how anyone whose goal is not to deliberately waste taxpayers’ money can support such a policy. The spendthrift candidates in the mayoral race who do support it have claimed it promotes good jobs and makes the city more affordable for the workers who benefit.

Far from promoting workers’ interests, closed tendering requires Toronto’s municipal government to discriminate against construction workers who do not wish to unionize. This unfair discrimination pushes at least some of the workers who suffer from it into lesser paid jobs or unemployment. As is almost always true when governments discriminate, it is the politically powerful who enforce and benefit from the discrimination at the expense of relatively disadvantaged workers and taxpayers.

Public safety, including curbing the deleterious public effects of drug addiction, such as drug-induced violence and used needles littering the area surrounding injection sites, is another area where some mayoral candidates have proposed positive solutions. Anthony Furey’s proposals to stop forcing non-profit shelters to distribute taxpayer-funded drug kits, reject new drug injection sites and redirect the money toward treatment instead, are best.
