OPINION: Kaptur’s proposal is an important step toward an improved regional approach to safeguarding our regional treasure. The Great Lakes Authority Act would benefit not only Ohio but all its sister Great Lakes states, writes Editorial Board
U.S. Rep. Marcy Kaptur of Toledo has been good for the Great Lakes, and great when it comes to protecting Ohioans’ manifold investments in Lake Erie, including its recreation and jobs.the Healing Our Waters-Great Lakes Coalition, citing a 2011 U.S. Fish and Wildlife Survey. The $10.7 billion that lake visitors shell out per year represents 30% of all tourism dollars spent in Ohio, the coalition reported. About 3 million Ohioans rely on Lake Erie for drinking water.
The authority’s aim is nothing less than to use regional political muscle to preserve the lakes and protect them from further environmental degradation and outside exploitation by water-hungry states elsewhere. In announcing her proposal, Kaptur said that, while there are federal conservation and development entities for some other regions, there isn’t one for the Great Lakes region.
In its regional focus, if not in scope, the proposed Great Lakes Authority can be likened to the far larger Tennessee Valley Authority, the regional flood control and power generation agency that operates in seven Southern states. TVA has more than 10,000 employees and gleans $10 billion-plus in annual revenue from producing and selling electricity.
