I’ve always favoured a private sector negotiated solution between publishers, like the one I work for, and the tech giants at Facebook and Google to make sure each side is fairly compensated. Yet, it’s also been made clear by the actions of these companies around the world that they don’t negotiate, they don’t look to split the pot, unless forced to by governments.
