Toronto\u0027s Eglinton light rail project is a long saga of cost overruns, delays and lawsuits. The project is managed by a provincial agency.

over last-minute changes it says are outside the contract. The government says it won’t set a service date until it sees a credible schedule from the contractor.Article content As a result of the federal and provincial shortfalls, the city had a $2.1-billion hard cap for construction of the rail project. To stay within that budget, engineering and station changes had to be made to reduce cost. Ottawa didn’t have much choice. Neither the former provincial Liberal government nor the federal government was willing to help. Now, that cost-cutting is portrayed as some kind of stupidity on the part of city management.
