CSIS head David Vigneault says a registry would make it easier to track people intent on influencing Canadian elections on behalf of foreign governments.

OTTAWA — Canada’s top spy wants the federal government to establish a registry of foreign officials or agents to better track foreign interference in Canada’s democratic and political institutions.

The most aggressive actors attempting to influence Canadian lawmakers and voters are China, Russia and Iran, which try to coerce or pressure people within expat communities abroad, or leverage sympathizers in Canada, to exert influence on elections, nomination contests or public debate, the committee heard.

Trudeau insisted his government has long taken the issue of foreign interference “extraordinarily seriously.” He listed off measures already in place, and said “we’re working on creating a foreign agent registry.” Mendicino underscored the need to ensure diaspora communities understand the goal of any effort to protect election integrity, and insisted the government had to be “inclusive, diverse and culturally sensitive so Canadians can have trust and confidence that, as we are taking actions to mitigate the threats to national security, they believe that we are consistently going to act in the national interest.

RCMP deputy commissioner Michael Duheme said the Mounties responded to allegations that the Chinese government was operating so-called police stations in Canada with “overt action” at four sites, where it stationed uniformed officers in marked vehicles to “demonstrate to the community that we’re taking this seriously.” Duheme said those sites have closed, and investigations are ongoing.

Chiu’s bill was reintroduced in the Senate a year ago by Conservative Sen. Leo Housakos, but it has not been studied or debated at any length.
