\u0027He started planning how he might somehow stymie this runaway train of an accord that appeared to have a “No Indigenous” policy ...\u0027

“Meet us there,” the voice at the other end of the telephone said after he had passed on the coordinates of a downtown Winnipeg intersection. I could have sworn he whispered when naming the streets.

I called my old friend Billy Diamond, the former grand chief of the Cree of James Bay, at his northern Quebec home in Waskaganish. Billy put in a call to Ottawa and Ovide Mercredi, then with the Assembly of First Nations , and Mercredi then contacted Phil Fontaine, the Manitoba leader in the AFN and a close friend of Elijah Harper’s. I was lying on the made bed of my hotel room, wondering what one might write about with absolutely no access to the main story, when the telephone rang.

There, sitting in a chair by the window, holding an eagle feather in his hand while reading quietly from a black Bible, was Elijah Harper Jr. He did not look up, did not acknowledge my arrival.Advertisement 5Elijah Harper marches with Phil Fontaine and other supporters on July 22, 1990.It was a remarkable experience. The man who — some were saying — held the very future of his country in his hands, was holding, instead, a large feather, periodically spinning it.

Like so many who came through this experience, he found he was straddling two worlds, with his footing unsteady in both. Like the others, he believed, wrongly, that he was alone. It is the mark of his generation to feel that way initially, only to discover that others of similar experience feel much the same. The story of the residential schools in Canada is one of shame and abuse, sexual and psychological, none of which can be denied.
