Ben Nelson-Roux, 16, was found dead by his mother at a homeless shelter for adults in Harrogate in April 2020. Mel Hutchinson, from North Yorkshire County Council, said she was sorry "we did not have better outcomes for Ben". He had had also been deemed as being at "high risk" of exploitation by county lines gangs in December 2019, after he said he had been forced to sell class A drugs in Sheffield.
