The Federal Aviation Administration faces a potential leadership vacuum as its acting chief, Billy Nolen, has decided to leave the U.S. air-safety regulator

Mr. Nolen announced his departure plans Friday in a letter to agency employees. He plans to leave the agency sometime this summer, according to his letter.
