found a permissive and toxic culture at the prison, enabling years of sexual misconduct by predatory employees and cover-ups that have largely kept the abuse out of the public eye. Another prisoner aware of the abuse reported Klinger to the Bureau of Prisons in June 2020, according to the FBI. A few months later, the agency authorized his transfer to a federal jail in San Diego.
