FREMONT COUNTY, Colo — More than a year after their relationship ended, a Windsor police officer showed up unannounced at his ex-girlfriend's house and initiated unwelcome contact including kissing her face and neck, according to an affidavit for his arrest.. The Windsor Police Department said it first learned of an investigation into him by the Cañon City Police Department on Feb. 20. At that time, he was placed on administrative leave.
Investigators initially learned of the accusations against Zhizhin from a sergeant in a different agency. According to the affidavit, the victim told a friend and that friend's husband, who worked in another department, made a report. It was noted that the victim might not want to pursue the case. In December, he showed up at her work on her birthday with a large gift. When speaking with investigators, she expressed concern about how Zhizhin knew her place of employment and when she would be there. She said she had no contact with him until Valentine's Day of this year. On that day, according to the document, she said Zhizhin showed up at her home in Cañon City holding flowers and chocolates.
