BART is preparing for a whole new era.

Pre-pandemic, about 75% of BART’s operations budget relied upon what is called farebox recovery, or how much revenue is generated by ticket sales. The other 25% came from state and local money. But with ridership at an all-time low of 6% in March 2020, Powers and others knew it was time to negotiate on the federal level.

Elizabeth Deakin, professor emerita of city and regional planning and urban design at UC Berkeley, believes that it is not completely up to them. Deakin also says there are certain measures public transportation operators must take to help regain ridership during a time when social distancing is still a safety concern. She believes public transportation needs to lean into providing more lines, more convenient hours and better accessibility for those who do not have the means to drive to work or even to work from home, which often includes women, people with disabilities and people of color.

“BART needs to be coordinated with buses and other feeder services as well as with other rail systems so that there is a ‘no hassle origin to destination trip.’ Safe, secure, comfortable bike and pedestrian access is critically important,” she says.
