“One thing we’ve been talking with the USGS about is how saturated the soils are,” Brian Garcia, a meteorologist with the, told SFGATE. “By the time we get through [Thursday] and whatever rain we get [Friday], there won’t be any more ability to hold moisture in the soil.” The problem Garcia points out is that, while Bay Area hillsides will be saturated by sometime on Friday night, the most powerful part of the current atmospheric river is set to roll into the Bay Area on Saturday. And it is forecast to pour most of the day.
“There won’t be any more ability to hold moisture into the soil so we’re going to have two potential things happen," Garcia said."One, increased runoff of water into area creeks, streams, roads and any low-lying areas because there just won’t be any place for the water to go. And then the other thing is the water can actually lubricate the subsurface soils and cause landslides.”
