The second set of actions would put a stop to the global scramble for scarce medical resources, which leaves poorer countries behind. This actionable strategy would ensure equitable distribution of medical equipment, supplies, therapies, and vaccines.
To begin to meet the need, all future U.S. appropriations related to Covid-19 should devote at least 1% to the global response. This figure is an absolute minimum, considering that foreign assistance programs typically comprise. U.S. Covid-19 rescue packages have totaled some $2.9 trillion to-date, which would translate to $29 billion under the 1% rule. That’s twelve times what has been appropriated so far. Congress should appropriate the rest now.
