The second is that relief from the sewage spills and the stench that increasingly accompanies them is many years off — even if this funding and needed additional allocations are approved. The EPA predicted that if repairs were adequately funded, they wouldn’t be completed until 2030 — and that forecast is now 2 years old and almost certainly too optimistic given reports of severe problems at the San Ysidro treatment plant.
