The Russian troops invading Ukraine are still a small part of some 200,000 troops arrayed across Ukraine’s borders. Putin’s strategy appears to be to “decapitate” the Ukrainian government and install a puppet regime in Kyiv. “He might fail and turn this into a protracted conflict,” Devlen said “He might try to create a way in which he pockets some gains and withdraws.
We’ll have a sense of how far Russia will go when we see the results of the main thrust of the ground invasion, Devlen said. “Will they attack cities, or will they try to skirt around cities and just try to put a siege to Kyiv? If they do what they did in Syria, and attack civilians and cities, city urban warfare in the middle of Europe would drive out millions of people and will create immense human suffering.
