Larquelle is in handcuffs and they are saying they are taking him back to jail. That boy has not left the house without permission. It must be a mistake.”

At the time of the phone call, Larquelle, a 20-year-old I represent at a community-based legal center in Chicago’s North Lawndale neighborhood, had been on GPS electronic monitoring for 454 days.who have been arrested and are awaiting trial but have not been found guilty of a crime — was confined to his house with a bulky electronic shackle on his ankle.

And so the negotiations begin. I speak to the deputy, I speak to Larquelle, I speak to his mom, I call the supervisor. I wait, a pit in my stomach.are trapped in their homes, living in fear of being caged, unable to get work, run basic errands, or breathe the outside air.

Finally, about 40 minutes after that first call, I hear from Larquelle. “Okay, they're gone. But Cathryn, I can’t take this any longer. I just want to plead guilty and get this over with.”I did understand his situation well. I have been in public defense for a quarter of a century. Over the past four years, I have represented countless juveniles and emerging adults from the North Lawndale community on Chicago’s west side.
