Jenkins, 57, has done important work to lead Dallas County through nearly two years of COVID-19 chaos. Though we have at times questioned the county’s approach, Jenkins has acted thoughtfully and decisively through a public health crisis for which there is no roadmap or playbook. He told us his local orders and policy decisions have been informed by the advice of health experts in the county’s Public Health Committee and the federal Centers for Disease Control and Prevention.
Jenkins acknowledged stumbles with the rollout of the vaccine at Fair Park in 2021 that allowed people who had not been invited to book an appointment to schedule one. He also recognized people’s frustration with the initial wait times at county COVID-19 testing sites this year. In both cases, he said the county acted quickly to correct the missteps.
Under Jenkins’ leadership, Dallas County has made significant moves to overhaul its cash bail system in response to a federal lawsuit. The commissioners court expanded the county’s pretrial services department to help suspects fill out financial affidavits and to score them using a risk-assessment tool. That information is given to magistrate judges to help them make bail decisions.
