As a city, we are grateful to the members of council who had the foresight a decade and a half ago to create the EOC, which opened one year before the flood. We are equally grateful to the members of council in 2013 who took swift action, provided reassurances to Calgarians, and began pushing for investment in flood resilience strategies.
This upstream mitigation will see 2,210 more properties protected against severe flooding within Calgary, translating to $68 billion worth of property and infrastructure being protected to at least 1:100 flood level. It is anticipated that Calgary will reduce its flood damage exposure by 70 per cent in the next two years.
There is still work to do, as 30 per cent of remaining flood damage exposure is tied to mitigation along the Bow River. The most effective flood mitigation would be upstream, which requires completion of Phase 2 of the provincial Bow River Reservoir Options Study examining the feasibility of three potential reservoir sites. The City’s most recent provincial budget submission called for a commitment to Phase 3 of this work, which remains unfunded.
