Putin, Kim meet in Russia for their first-ever summit

Email Bio Follow April 25 at 3:06 AM MOSCOW — Russian President Vladimir Putin and North Korean leader Kim Jong Un met in the Russian Far Eastern city of Vladivostok on Thursday for their first talks, sending a stark signal to the United States that the Kremlin can wield influence over North Korea’s nuclear program.
“We welcome your efforts to develop intra-Korean dialogue and to normalize relations between North Korea and America,” Putin told Kim at the Far Eastern Federal University, whose main halls were decorated with the flags of both countries. Preparations for a concert at the university were also underway. North Korea already has links to the university hosting the talks, where there is an exchange program in place for several dozen students in partnership with major colleges in Pyongyang. Kim’s visit did not change the university’s schedule, although one of its scholars, Artyom Lukin, wrote on Twitter that he wished Kim could come speak to one of his classes.
North Korean state media celebrated Kim’s visit, with the front page of the Rodong Sinmun, the official paper of the Workers’ Party of Korea, carrying 12 photographs of Kim’s arrival and welcome splashed across its front page. “Now that the south Korean authorities get undisguised in their military provocation against the DPRK together with the U.S., there will be corresponding response to it from our army,” the statement warned, referring to the official name of their country, the Democratic People’s Republic of Korea.
