Provisional ballots, which have been standard in Utah for years, were mailed to residents weeks in advance. Some counties were just a handful of percentage points away from having half of their primary ballots returned, like Paiute County, where nearly 44% of the party's primary ballots had been returned. Others, though, had more than 80% of the primary ballots still at large, as was the case in Utah County, with less than 17% of its ballots sent back.on those ballots. In Utah, only a handful of counties pick up the return postage fee for their ballots.
However, in the event that a stamp can't be purchased or a person is unable to get to a polling place, Lt. Gov. Deidre Henderson, who oversees the state's elections, said the ballot can still be dropped in the mail and the county clerk's office will be billed for the postage.Piute – 43.9% ballots returned
