After persevering through constantly changing plans, the public will finally be able to tour the U.S.S. Orleck beginning Sept. 28, though maybe not in the place or in the way residents expected.

The agreement listed an estimated budget of over $2.6 million for necessary work.

For example, the agreement stipulated that all deliverables should have been met before the ship ever arrived in the city.
