First, there are several sources of funding, each with their own requirements and its own lawyers and consultants, Galperin said. "When you have a lot of regulation on top of regulation and rules on top of rules, it takes more time and costs more money. Look, I'm all for reasonable regulation. That's a good thing. But this is way too much of a good thing," Galperin said.
