Mayor Sylvester Turner sent the Houston Housing Authority a stern rebuke Thursday morning, saying that a Tuesday vote on 14 new tax break deals went against his instructions.

In his letter to the Houston Housing Authority chairman, LaRence B. Snowden, Turner said that, a week before Tuesday's vote, he had told Snowden not to move forward on any public facility corporation deals, with the exception of the 10 that were already in process. "The priority at this point is to ensure that we establish and publish guidelines with criteria that is in the best interest of the city of Houston and its residents by ensuring housing affordability for those who need it most."
