WASHINGTON—President Trump will nominate federal prosecutor Jessie Liu as the Justice Department’s No. 3 official, people familiar with the plan said, after a year in which his administration failed to persuade several candidates to take on the challenging position.

If confirmed, Ms. Liu, the U.S. attorney for the District of Columbia, would take on the post of associate attorney general. She would oversee the department’s civil work, including antitrust and civil-rights matters, and all litigation defending the government...
