Ottawa’s plan is to make Canada’s electricity grids “net zero” by 2035 but some provinces say they need to burn fossil fuels for power beyond that.
“Part of reducing Canada’s emissions is, in many sectors, to shift from fossil fuels to electricity,” Dion told the Star this week, explaining how power grids could need at least twice as much energy in the coming decades. “We want to make sure that electricity is clean and non-emitting,” he said.
Since taking power again with a minority government in 2021, the Liberals have held public consultations on this policy. And a draft version is almost ready. Officials from Environment Minister Steven Guilbeault’s office say this outline of the intended rules — now officially called the Clean Electricity Regulations — should be released at some point in the coming weeks.
The government also proposed to allow “unabated” natural gas plants — those whose emissions aren’t reduced by carbon capture technology — to supply powers for emergencies. Gas plants could also be allowed to produce energy for backup supplies when renewables like solar and wind aren’t feeding enough into provincial grids, the proposal says.
Asked about such concerns, Guilbeault’s office pointed to the federal environment minister’s statement Thursday welcoming draft regulations from the U.S. that he said are similar to what Canada is planning.
