The research found that states are continuing to neglect repair and routine maintenance of existing roads in favor of costly expansions and widenings that create new financial liabilities. Between 2009 and 2017, the share of roads in poor condition nationwide increased from 14 to 20%. This is concerning due to the fact that Congress has provided additional federal funding for transportation infrastructure twice during that period.

The report estimates that as of 2017, the U.S. would have to spend $231.4 billion annually to keep its existing road network in an acceptable state and restore the backlog of roads in poor condition over a six-year period. Between 2004 and 2008, states collectively spent $21 billion per year on road expansion and $16 billion per year on repair and preservation. Even though states increased spending on repair and preservation to $21.

While some states are doing a good job at preserving existing stretches of road, others are dedicating their budgets to continued expansion. For example, South Dakota allocated 69% of its highway capital budget to road repair between 2009 and 2014 while Mississippi only dedicated 4%. During the same period, 77% of its funding went to roadway expansion. Given the state of mismanaged funding for U.S.
