Stockman is an eccentric scientist who is often obsessed with creating mutants. It makes sense that Baxter Stockman would be behind the mutants that have already been announced to appear in the film, creating the titular mayhem in Teenage Mutant Ninja Turtles: Mutant Mayhem.
