The civil-rights complaint will seek a more specific and comprehensive policy and program from Hockey Québec on anti-Black racism and discrimination; mandatory training for Hockey Québec directors on racism and human rights; mandatory race and gender diversity of discipline committees; and a review of disciplinary hearings to ensure clear rules of procedure, including procedural fairness and transparency.
