Juliet Jung was seen struggling near two other swimmers near the south end of the beach on Wednesday afternoon.
A 16-year-old girl from Los Angeles was identified as the swimmer whose body was recovered by OC Lifeguards from the ocean off Thousand Steps Beach in Laguna Beach.

The group was on rocks just past the sea cave when the problem was reported. With surf in the three-to-four-foot range, Jung disappeared in the water.
