The report describes a “strained” relationship between COs and inmates that had grown worse amid continued staffing shortages, which limited opportunities for offenders to leave their cells.
Operational adjustments are necessary when “there are not enough correctional officers available to fully staff all of the posts.” “The strained relationship affected the manner in which they interacted with each other, with the inmates being angry and frustrated and the COs being tired and frustrated over the amount of overtime they were required to work,” states the report.
