But Frigo points to studies done on the options available and says the work led to the conclusion that the best option from environmental, social and economic standpoints was the Springbank choice. That land, some of it wooded, sits along the north side of the Elbow across from the Camp Hope site to the east of Highway 22 and extends eastward.
