Eviction proceedings have started for some while the state looks for the money.

DaQuan Capers , Stephen Moore and Edgar Pruitt were all approved for rental assistance nearly a year ago, but the payments have gone missing. Vivek Gupta is a landlord whose payments also never arrived.When the COVID pandemic shut down much of New Jersey, DaQuan Capers of Union was unable to work his job as a personal trainer.

The missing payments have left some tenants threatened with eviction while their landlords are out thousands of dollars. Tenant advocates have called the rental assistance programs largely successful, complaining only that more funding is needed to help more renters. About 122,000 families remain on the waiting list and could receive payments if the federal government or the state add more money to the programs, Community Affairs said.

Even if he receives the payments, it’s only half of what he’s owed by the tenant, who Gupta said paid no rent for two years during COVID. He called it a “hardship.”
