Although the center of Tropical Storm Debby has moved offshore, it is forecast to strengthen again before making landfall Thursday in South Carolina.
Tropical Storm Debby drenched coastal cities in Georgia and South Carolina, stirred up tornadoes and submerged streets with waist-high floodwaters Tuesday, just the beginning of a prolonged storm that could dump staggering rain totals of up to 25 inches. Charleston, South Carolina, and Savannah, Georgia, took the first blow, with up to a foot of rain falling along the coast between the two cities in just over 24 hours.
Water started spilling over the top of a small dam near Walterboro, South Carolina, but it didn't crumble, Colleton County Fire-Rescue Assistant Chief David Greene said in a video briefing. An apartment complex in Walterboro did flood and a number of roads in the county were blocked either by standing water or fallen trees, but no major damage was reported, Greene said.
