A registered sex offender was arrested on school grounds in North Carolina while picking up his own children from school.
Spence was questioned by authorities, then detained and taken to Wake County Detention Center, where he's being held on $15,000 bail.
Spence was convicted of rape in 2001 in Hanover, Virginia. He served four years in prison before being released. Information gleaned from thenotes that Spence was 21 at the time of his conviction, and his victim over the age of 18. Garrett was in violation of a recently-passed state law that bars sex offenders from being on fair grounds.spukkato/Getty
