SAN FRANCISCO — At the end of a crowded public hearing Thursday that included nearly six hours of public testimony, state regulators voted to allow two autonomous vehicle companies to operate driverless taxis 24 hours a day and deploy an unlimited number of vehicles in San Francisco.
