The bloc, consisting of Brazil, Russia, India, China and South Africa, is holding its first in-person meeting since before the COVID-19 pandemic, but Putin will participate via video call after his travel to South Africa was complicated by anissued for him in March over the abduction of children from Ukraine.

South African Minister of Trade and Industry Ebrahim Patel officially opened the summit, welcoming about 1,200 delegates from the five BRICS nations but also from dozens of other developing countries. More than 40 heads of state are expected at the three-day meeting, according to Ramaphosa. Africa and South America have no permanent representation on the Security Council despite being home to nearly 2 billion people.
