An internal military document circulated Wednesday lays out stark language about the state of the world, and what’s required to counter hostile countries.
WATCH: More than half of Canadians see the Canadian Armed Forces as “old and antiquated,” according to a recent Ipsos poll conducted exclusively for Global News. “The solution to that, Canadians tell us, is probably giving them more money. And if they could just find their way through, what Canadians see as incompetence and political interference … Canadians feel that they could get there.
The guidance document suggests that two adversaries — Russia and China — already believe themselves to be “at war” with Canada and its allies, and that those allies need to respond appropriately.“We must remember that Russia and China do not differentiate between peace and war,” Gen. Wayne Eyre, Canada’s Chief of the Defence Staff, wrote in the foreward to the document.
“Our adversaries are challenging us in the cyber and space domains as well as in the land, maritime, and air domains,” the document read. “Military power alone is insufficient to deter or defeat the aggressive actions and behaviours of our adversaries. We must coordinate the military instrument with other instruments of national power,” the document read.
“There’s no way that you can take almost a billion dollars out of the defence budget and not have an impact. This is something that we’re wrestling with now,” Eyre told the committee in September.
