Attorney General William Barr said in a March 29 letter that Congress and the public will see the report by mid-April, minus grand jury material, intelligence information, disclosures that could damage other investigations and details that would affect the privacy or reputation of what Barr called"peripheral third parties."Barr's letter said the government was forbidden to disclose grand jury information, because federal law protects their secrecy.
The federal law governing grand juries makes disclosure of their proceedings illegal. But several lower court judges have declared in recent decades that the prohibition is not absolute. Courts have allowed the material to be used in the impeachment of federal judges and at the request of history scholars.
