Report on Uvalde reveals 'failures at all levels,' expert says
After a Texas House report on the Uvalde mass shooting released Sunday revealed a lack of communication inside the school and that law enforcement did not act
quickly enough to confront the gunman, associate dean at the school of criminology at Tarleton State University, Alex Del Carmen, says it was a"failure at all levels."
