Rail car thefts increase 160% in L.A. area, leaving train tracks in downtown area littered with debris
LOS ANGELES -- Thieves are back in action breaking open rail cars near downtown Los Angeles and stealing the merchandise inside.
Joseph Prichard, who lives in Lincoln Heights, and says he sees people breaking into the cargo about once a week. The locks protecting the cargo are clearly easy enough to break into. However, Union Pacific believes the justice system is too easy for criminals.
