A No 10 spokesman emphasised that, on the advice of Committee on Standards in Public Life, the Ministerial Code had recently been amended to make it clear that not every breach is automatically considered a sacking offence. The Prime Minister is the ultimate arbiter of the code and will be able to decide what if any action should take once Mr Tolley has completed his work and submitted a report.
Mr Raab has been accused of being so aggressive towards his own officials that they were scared to enter his office.the BBC reported over the weekend that more complainants had emerged but decided not to pursue their case because they did not want their names to be disclosed to the minister. In his response to the initial allegations, Mr Raab said: “I have always sought to set high standards and forge teams that can deliver for the British people amidst the acute challenges that we have faced in recent years. I have never tolerated bullying, and always sought to reinforce and empower the teams of civil servants working in my respective departments.”, which would overhaul the country’s human rights regime but has been repeatedly mired in delays.
Other Conservative insiders who have worked on the legislation have cast doubt on whether it will ever reach the statute book in what would be a significant blow to Mr Raab’s authority.
