Carmant told the legislature his role is to ensure that the reporting process to the DPJ was properly handled and that the process will be reviewed in the wake of the reported incident.announced on ThursdayCiting Quebec’s Youth Protection Act, the commission said it would work to determine whether the news reports were correct, whether the child’s rights were violated and how to ensure such an incident, if determined to be true, does not recur.

According to news reports, the genital mutilation of the child — a process banned in Quebec and a criminal offence in Canada since 1997 — was noticed when daycare workers changed her diaper.
