The proposal advances out of a City Council committee one day after a deadline for tenants to repay COVID-era back rent.

Because the first deadline has already passed, tenant rights advocates told the City Council’s Housing and Homelessness Committee on Wednesday that city officials must act immediately to stave off evictions. $18.4 million for a short-term emergency assistance program. Low-income tenants could apply for up to six months’ worth of back rent that they owe due to a one-time economic hardship such as those experienced during the pandemic.

$11.2 million for a tenant harassment protection program. The effort would include educating tenants and landlords about their rights and obligations, in addition to enforcing tenant anti-harassment protections. “The Aug. 1 rent debt deadline has begun and has begun to leave many renters in distress, fearing eviction and homelessness,” Castillo said. “We must act urgently, front-fund the $150M from ULA funds to keep struggling renters in their homes and avoid eviction. We need to face the reality that current resources are insufficient.
