David Yeo, president of Dalian Enterprises, one of the contractors for the ArriveCan application, did not disclose a conflict of interest before working as a public servant at the Department of National Defence (DND), according to Treasury Board President Anita Anand. Yeo's failure to make the required disclosure has raised concerns about a potential conflict of interest. Dalian Enterprises has been suspended from the DND pending an investigation.

David Yeo , president of Dalian Enterprises —one of the contractors for the controversial, multi-million-dollar ArriveCan application—did not disclose conflict of interest before working as public servant at the Department of National Defence (DND), Treasury Board President Anita Anand said on March 20.

'I was not the minister of national defence at the time this person was employed, but my understanding is that he did not make the disclosure relating to any conflict of interest at the time of contracting, and that is an explicit requirement,' Anand (Oakville, Ont.), who previously served as defence minister from October 2021 until last July's cabinet shuffle following her nearly two-year stint as procurement minister, said during a press conference. 'Under the directive on conflict of interest, that disclosure must be made. And today, DND has found no evidence that he has submitted the disclosure that he mentioned he did,' Anand said. 'There would have been consequences sooner.' Dalian Enterprises was the contractor that received the second-largest amount for ArriveCan’s development. The company has come under scrutiny for conflict of interest after CTV reported last month that Yeo was also a DND employee, and has since been suspended from the department pending an investigation. Dalian—which often works in a joint venture with another company called Coradix—has secured federal contracts through a procurement initiative aimed at supporting Indigenous businesse
